May 3, 2022 Election Information

City of Clawson issued the following announcement on Mar 29.

On May 3, 2022 the City of Clawson will be asking voters to vote on an operating millage to continue an expired millage that was previously approved in 2012.

Question 1: What is the Headlee override?

The Headlee Amendment to the Michigan Constitution was passed in 1978. This amendment created a process for the reduction of millage rates (the Headlee Rollback) to ensure that total municipal tax revenue could grow only at the rate of inflation, plus new construction. “Proposal A” was passed in 1994. The primary goal was to reform school finance, but it included two provisions that altered local property taxation. The first was a limitation on the growth of individual properties to the lesser of inflation or 5%. The second was the establishment of “uncapping” property values. Uncapping refers to the process of increasing a property’s taxable value to the State Equalized Value at the time of a change of ownership.

Question 2: Why is Clawson asking for a millage?

The proposed 3.7 millage rate would be for an 8 year period, (2022 -2030). This millage is being used to continue the expired millage, (3.6892), that was approved in 2012. Over the duration of the millage, the city will collect approximately $1.6 million in taxes each year to continue providing general operating services such as Police Services, Fire Services, Department of Public Works Services, Parks and Recreation Services, Senior Citizen Services, City Hall Services, and many other services here in Clawson that we have all grown accustomed to enjoying.

Question 3: How much will this cost me?

CALCULATING YOUR PROPERTY TAX:

Property Tax Cost to a homeowner with taxable value home of $100,000 with a Principal Residence Exemption is as follows: (Taxable Value/1000) x Millage Rates (100,000/1000)*3.7= $370

For comparison, when the previous millage expired in 2021 the average cost to a homeowner was $368.

Shall the limitation on the amount of taxes which may be imposed on taxable property in the City of Clawson be increased by 3.7 mills  ($3.70 per thousand dollars of taxable value) for a period of eight (8) years, from 2022 through 2030 as new additional millage in excess of the limitation imposed by Michigan Compiled Laws section 211.34d, to restore City Charter millage authorization previously approved by the electors as reduced by operation of the Headlee amendment, to provide funds for general operating purposes, consisting of police, fire, public works, operations and continuation of existing services?  It is estimated that 3.7 mills would raise approximately $1,598,738 when first levied in 2022.
