Reflecting on his experiences as a police sergeant and EMT, Harris stated, “During my service as a police sergeant and an EMT, I saw firsthand how quickly a life can be tragically lost to uncontrolled bleeding.” He added that proper training enables anyone to respond effectively until professional help arrives.
House Resolution 114 aligns with the national Stop the Bleed campaign, which aims to educate people on preventing blood loss during emergencies. Harris remarked, “Today, by recognizing the national Stop the Bleed campaign, we are raising awareness.”
In addition to HR 114, Harris introduced a bipartisan bill earlier this year requiring high school health classes to incorporate Stop the Bleed training. This legislation is part of a broader strategy that includes legal protections for those who assist in bleeding emergencies.
The House passed HR 114 through a voice vote.
