Rep. Harris advances legislation for bleeding-control training and Good Samaritan protections

State Rep. Mike Harris is advocating for new legislation to expand bleeding-control training in Michigan schools and enhance legal protections for those who assist during emergencies.

The Michigan House recently passed House Bill 4107, sponsored by Harris, with a 96 to 3 vote on September 25. The bill would require bleeding-control instruction as part of the health curriculum for students in grades seven through twelve, in addition to CPR and AED training. The curriculum would use nationally recognized programs such as Stop the Bleed or guidance from the American College of Surgeons Committee on Trauma, with a focus on hands-on practice. Students would learn techniques like applying pressure, using dressings, packing wounds, and applying tourniquets.

“As a former police sergeant and EMT, I saw firsthand how quickly situations can turn and how critical those first few minutes are,” said Harris, R-Waterford Township. “With these bills, we can make sure more people are trained, more people are willing to act, and more lives are saved when accidents strike.”

Other parts of the legislative package include House Bill 4847 by Rep. Steve Frisbie, which would update Michigan’s Good Samaritan law to give civil immunity to individuals who provide bleeding-control assistance before emergency responders arrive. This provision aims to protect bystanders from civil liability when they act in good faith to help someone in need. Additionally, House Bill 4108 by Rep. Dave Prestin would create a new section of the Good Samaritan law specific to bleeding-control aid.

The package of bills is currently under review in the Senate.
