City of Troy recently issued the following announcement.
The City and Michigan, in general, have had many freeze/thaw cycles this winter. When this happens, water settles down in the cracks in the pavement. As the temperature drops and the water freezes and expands, it can fracture the concrete and pop out patch material, causing potholes to form and existing ones to grow larger. When the plows come by and scrape the road surface, they help remove the patch material sticking up above the surface.
After most snow and ice control events, the City has a crew out patching holes to make travel safer for all who pass by. Reporting a pothole is easy, check out troymi.gov/reportapothole.
